You can't attack other players without having a "Target found" through the detective agency.

Specifications: - Hire cooldown: 0 minutes. - Hire max. 40 detectives at once - Target found time: 120 minutes. - Runtime per detective: 40 minutes - 1 Detective searches all cities at once.

Owner options: Each detective agency owner can decide what they charge for a Detective hire. The protocol cost is 15,000 cash. Surely the owners want to turn a profit. Owners can hire detectives at 90% discount. Target found: When your detectives gets a positive lock on your target, you will receive a in-game message through the message system telling you where the target has been found. You will now have a 120 min window to initiate your attack. If your target decides to travel after a target found lock, it is no longer valid, and you need to find the target with detectives all over again. Tips: You can hire unlimited amount of detectives, the more the better chance of a quick target found confirmation.
